Bradford E. Billet, OBE, CEM is a crisis leader, strategist, author, and former senior New York City official with four decades of leadership across government, emergency management, diplomacy, business, and public service, including 22 years in New York City government across three mayoral administrations. He was appointed to New York City EMS in 1994 and served 17 years as the City's liaison in the Mayor's Office for International Affairs. As Associate Executive Director of NYC EMS — radio designation Car 2, the department's second-ranking official — he was the chief architect of the 17 March 1996 FDNY–EMS merger and delivered it from inside the agency being absorbed, transferring approximately 3,250 EMS personnel into a combined department of roughly 16,000, and he helped create the Certified First Responder–Defibrillation program, instituted before the merger. He is the Founder and Chairman of STAT Advisors LLC, the Founder, Chairman, and Chief Executive of the East Hampton Village Foundation, and the author of Chaos Reveals It.
